Dr. Charles Porter teaches courses in water governance and policy, global water challenges, and environmental science and policy at St. Edward’s University. He is an award-winning author and speaks regularly at academic and law conferences around the country on water rights and water policy. His most recent publications are a college textbook, Public Water Policies: The Ultimate Weapons of Social Control; “Of Urgent Concern: What Prompted HB 162, the Groundwater Conservation Act of 1949” in the Panhandle Plains Historical Review; and “Methods and Challenges in the Credible Valuation of Water Rights in Texas,” which was presented at The University of Texas School of Law’s 2016 Texas Water Law Institute. Dr. Porter was awarded Capstone Professor of the Year at St. Edward’s in 2016.
Dr. Porter is a founding member of the Director’s Circle at the Briscoe Center. He serves on the Board of Directors of the National Association of Realtors in Chicago, on the infrastructure committee of the Texas Association of Realtors, on the groundwater committee of the Texas Water Conservation Association, is active in the Texas Alliance of Groundwater Districts, and is an academic member of the Institute of Real Estate Management.
